5-Year Plan Committee Meeting – June 11, 2026 @ 1:00pm

Our first meeting will be on June 11, 2026 at 1:00pm. Following the planning template outline, here is what we hope to accomplish:
Gather Data (Month 1)
- Collect Historical Data:
- Review the last 3-5 years’ budgets and actuals from the village’s annual financial reports (filed with the Ohio Auditor of State). Key metrics:
- Revenues: Breakdown by source (e.g., property taxes ~40-60% of budget in small Ohio villages; sales taxes; state/local grants; fees/permits).
- Expenditures: By department (e.g., general government 20%, public safety 30%, streets/highways 25%).
- Fund Balances: Check general fund reserves (aim for 25-50% of annual budget, or $750K-$1.5M, per GFOA best practices).
- Debt: Outstanding bonds or loans.
- Review results of Financial Audit: Identify trends like rising pension costs (Ohio PERS contributions) or declining millage revenue.
- Ohio-Specific Tip: Use the Ohio Treasurer’s Office resources or the Ohio Municipal League (OML) templates for baseline data. Ensure compliance with ORC 5705.38 for budget estimates.
Although this is the working committee, I believe (for transparency) that these meetings should be open to the public, so I am requesting Becky to post the meeting(s) accordingly.
